If you register your address in Poland, your PESEL number is usually assigned automatically. If you cannot register your address, you need to submit a separate PESEL application in person at the local municipal office. This breakdown covers the available application routes, required documents, in-person rules, processing times and costs of PESEL in Poland.

The information reflects official Polish government guidance available in July 2026.

What is a PESEL number in Poland?

PESEL stands for Powszechny Elektroniczny System Ewidencji Ludności, or the Universal Electronic System for Registration of the Population – it’s simply your unique ID in the population register. The digits form a code belonging strictly to you, revealing your date of birth and registered sex on sight. You may have a similar name and birthday with someone else in Poland, but your PESEL will always be unique.

Your PESEL number is used for Polish public administration, taxation, healthcare, social insurance, banking and digital government services – it is the key to everything.

‘I encourage everyone to reserve their PESEL number. This can be done quickly and conveniently through the gov.pl website, the mCitizen application or in the office. Such a reservation can be withdrawn at any time’ – Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digital Affairs.

PESEL is sometimes described informally as the social security number Poland uses. However, that comparison is only approximate. PESEL is a national population register identifier rather than exclusively a social security number. It’s also sometimes called a Polish government ID, but it’s a number, not a physical identity document. PESEL in Poland doesn’t replace a passport, national identity card, visa, residence card, or residence permit.

A PESEL number normally remains unchanged throughout a person’s life. However, it can be changed in specific, legally defined circumstances, including:

  • correction of an incorrect date of birth;
  • correction of an error made when the number was assigned;
  • cases involving incorrect identity information;
  • legal recognition of a change of sex;
  • issuance of a new birth certificate in certain cases, including some adoption cases.

How is a PESEL number structured?

A PESEL number contains 11 digits. The first six digits encode the person’s date of birth, with the century incorporated into the month digits. The following digits form an individual serial section. One digit indicates the person’s registered sex, and the final digit is a control digit used to validate the number.

A simplified structure is: YYMMDDSSSSK

where:

  • YYMMDD represents the date of birth;
  • SSSS is the serial section, including the sex marker;
  • K is the control digit.

When you look at the digits, your birth month will probably look completely wrong at first glance. That is because the system changes the numbers to show your century. For anyone born between 2000 and 2099, the register automatically adds 20 to your actual birth month. So if your birthday is 14 March 2001, your number starts with 012314 instead of 010314. Do not worry – it’s supposed to look like that.

For most people researching PESEL for foreigners in Poland, the key point is that there are two main ways to receive the number:

  1. automatically when registering an address in Poland;
  2. through a separate PESEL application when address registration is unavailable, and a legal provision requires the applicant to have a PESEL.

Let’s uncover both of them.

How to get a PESEL number in Poland through address registration?

To get PESEL through address registration , you don't need to file a separate, dedicated application just to get the ID number. You do the standard address registration (zameldowanie) that every resident is supposed to do anyway, and the number comes automatically with it. The municipality enters your information into the population register and assigns PESEL as part of the registration procedure.

Say you rent a flat in Poznań for a year and go to the municipal office to register your address. If you don’t have a PESEL yet, the authorities will create one right then and there. You don’t need to quote tax laws or show employment contracts to justify it – your new address handles everything.

To know whether you need to register your residence and what your deadlines are, complete a quick official questionnaire to receive relevant guidance.

Documents for address registration

The exact documents depend on your nationality and legal status, but the core checklist remains the same for everyone.

  • a completed temporary- or permanent-residence  registration form;
  • a valid passport or ID;
  • a visa or a residence card to prove they are here legally;
  • proof of your legal right to occupy the property, or confirmation from the owner (a rental agreement, a property-ownership document, a court judgment, and so on).

The list of documents may change – always verify the requirements with your municipality.

What if the landlord refuses to confirm residence?

If the property owner refuses to provide the usual confirmation, you may ask the municipality to check for themselves whether you really live at the address. The municipality may then assess available evidence, such as:

  • a rental agreement;
  • payment records;
  • correspondence delivered to the address;
  • statements from the applicant, owner, or witnesses;
  • other evidence showing that you genuinely occupy the property.

So, you won’t be left alone even if your landlord doesn’t want to cooperate.

How to get a PESEL number in Poland without address registration?

You must first identify the legal basis for applying without address registration, for example, that a public institution, such as ZUS or a tax office, requires you to provide PESEL. You can’t apply this way simply because you think it’s convenient – and honestly, it’s much easier to get it automatically along with your address registration. But if you have no choice, do this:

How to apply for a PESEL number

Once your legal justification is sorted, apply online or head to the office in person:

  • Fill out the PESEL application form, citing the exact legal clause.
  • Provide your passport and any papers proving your form details are correct.
  • Submit it to the municipal office with a physical, hand-written signature – digital ones will not work.

Where to apply for a PESEL number in Poland: You may submit the application to any municipal authority.

Can I apply for PESEL online?

For a newly arrived foreigner, applying for PESEL online is generally not available. You must submit it in person if you are not:

  • a citizen of an EU Member State;
  • a national of an EFTA state that is party to the European Economic Area Agreement;
  • a Swiss citizen;
  • a qualifying family member in one of the listed categories;
  • a UK national or qualifying family member covered by the relevant provisions of the EU–UK Withdrawal Agreement.
  • a child born in Poland.

This is true as of July 2026, but regulations may change, so double-check the rules before you apply.

How long does it take to get a PESEL number?

In a straightforward case, the official may accept the standalone application and assign PESEL during the visit. Address registration and automatic PESEL assignment may also be completed during the appointment when all information and documents can be verified.

However, same-day assignments are not guaranteed. Additional time may be needed where:

  • required documents are missing;
  • personal details cannot be verified;
  • the legal basis is incomplete or incorrect;
  • additional civil-status documents are required;
  • the right to occupy an address is disputed;
  • the municipality must conduct administrative proceedings.

In such cases, the authority may ask you to correct or supplement the application before the set deadline.

Is PESEL free in Poland?

Yes, getting a PESEL number is free of charge, as of 2026. There is no government fee for:

  • receiving PESEL automatically through address registration;
  • submitting a qualifying standalone PESEL application;
  • assignment of the number itself.

Separate charges may apply for optional documents or related procedures. For example, a person may have to pay for:

  • a requested certificate of temporary address registration;
  • sworn translations;
  • copies of civil-status documents;
  • professional assistance;
  • an applicable power-of-attorney stamp duty.
