Visas & embassies: Guide for Pakistanis moving to Germany

This guide is a roadmap for Pakistanis, containing every step from that first stamp in Islamabad to your final registration in Berlin. Moving abroad is a process that never stays still, so we’ve made sure this information is accurate as of March 2026, considering the German Skilled Immigration Act 2023–2024 and Pakistan’s shift to the Apostille Convention.

Preparation: Document attestations

In 2026, the German Embassy will not even look at your application if your documents for relocation aren’t legalised by:

  • The Educational Foundation (IBCC & HEC)
  1. Matric & Inter: Your certificates must first be verified by the IBCC (Inter Boards Coordination Commission).
  2. University Degrees: Once IBCC is done, your degrees and transcripts must be attested by the Higher Education Commission (HEC).

HEC now uses a digital system (eservices.hec.gov.pk) where you must pay the fee via 1-Link before your appointment is confirmed. As of March 2026, the fees are 1,000 PKR for each original document, 700 PKR for each photocopy of a document and 3,000 PKR for an urgent attestation.

  • The MOFA Apostille

Pakistan joined the Hague Apostille Convention in 2023, so you now need an Apostille for your documents. An apostille is the sticker that verifies your document is authentic, so you need it for a visa application. To start the process, you can apply online on the MOFA website.

Immigration and residence permit rules, visa categories, fees, and processing times change frequently. Eligibility, document requirements, and timelines vary based on individual circumstances, nationality, professional qualifications, and family status. Choosing your visa: Explore German options

Visa application process

Visa application processing starts online via the Consular Services  Portal (CSP) and finishes in-person at VFS Global. Here’s a process typical for 2026:

Phase 1: Digital visa application

  1. Consular Services Portal (CSP): Create an account and upload high-resolution scans of your HEC-verified degrees and MOFA-Apostilled documents.
  2. VIDEX: You must also complete the VIDEX form online and then print a PDF of it. Ensure the barcodes on the final pages are printed clearly and not folded, as they are essential for data synchronisation later.

Phase 2: Appointment registrations

Check the appointment availability and register on the official German Mission waitlist:

Once a date is assigned via email, you typically have 48 hours to confirm the slot. If you fail to do so, the registration will be deleted.

Phase 3: VFS Global and final verification

At your assigned time, go to VFS Global for biometrics, document submission and fee payments.

  • Fees: You must pay the National Visa fee (75 EUR for an adult, as of March 2026) and the VFS service fee (38 EUR) in PKR cash.
  • Mandatory verification: If you apply for family reunification or a first-time German passport, the Embassy will conduct a "Full verification" for which you’ll pay an extra 75,000-90,000 PKR. This step adds at least 7 months to the processing time.

After VFS collects the data, the final decision is made by German diplomats, with a total processing time of 8–12 weeks.

Arrival in Germany: Bureaucracy procedures

First and foremost: Anmeldung

During your first 14 days in Germany, you are legally required to complete the mandatory address registration (Anmeldung). You need a Wohnungsgeberbestätigung, a form signed by your landlord – a rental contract alone is often not enough. When it’s ready, book an appointment at the local Bürgeramt.

Why Anmeldung is vital: Without the Meldebescheinigung (registration certificate), you cannot get a Tax ID, open a bank account, or receive your residence permit.

Once your Anmeldung (Address Registration) is complete, you gain the "key" to the two most important offices in your new life. First is the Ausländerbehörde (Immigration Office), which functions as your "Visa Boss." They take the paper visa from your passport and convert it into a physical Aufenthaltserlaubnis (residence permit) card – your official legal ID to live and work in Germany long-term.

Next is the BAMF (Federal Office for Migration and Refugees), which holds integration courses. If you’re a skilled worker, you are typically entitled to these German language and cultural training courses, so don’t skip them.

In short, the Bürgeramt proves where you live, the Ausländerbehörde gives you permission to stay, and the BAMF helps you settle in and speak the language.

Pakistani consular services

Consular services support: The Pakistani diaspora

Once you are settled, the Pakistani Embassy in Berlin and the Consulate in Frankfurt become your connection with your homeland. When you may need their consular services:

  • Passport & NICOP: Most NADRA services can be started via the Pak-ID app. However, for a new Machine Readable Passport (MRP), you must visit the Consulate for biometrics.
  • Power of Attorney (POA): If you need to sell property in Lahore or Karachi, use the Digital POA portal. You’ll have a short video interview with a consular officer in Germany to verify your identity.
  • Marriage & Births: Ensure any children born in Germany are registered with the Consulate to receive their S-1 Birth Certificate, securing their Pakistani citizenship.
