At the most basic level, a passport's power is simply the number of destinations its holder can reach without getting a visa beforehand. But even this breaks down into three tiers: true visa-free access (you land and walk through), visa-on-arrival (granted at the border, no prior application), and eVisa eligibility (a quick online approval).

What else affects the passport’s strength 

Beyond the visa-free country count, a few key factors shape a passport's strength:

  • Economic power. Wealthy and stable countries are seen as low-risk, so other nations grant access freely.

How passport power indexes are calculated

Every index starts with the same raw material – visa policies between every pair of countries in the world – but each one processes that data differently. Let's have a look at the two main two passport index providers: Henley & Partners and Arton Capital.

Henley & Partners: Counts the number of destinations a passport holder can reach without a prior visa, using official data from IATA (the aviation industry's global database). It's updated quarterly and is considered the most authoritative because of that single, consistent data source.

Arton Capital: Collects data directly from government portals and updates its passport power index in real time. It also factors in how welcoming a country is to foreign visitors in general, not just visa-free travel opportunities.

How are Arton and Henley Passport Indexes different

Different passport ranking methodologies lead to non-identical results, which is no surprise. We have calculated the position of each country based on the aggregate of two indices (Arton Passport Index and Henley Passport Index) for 2026. To calculate the final index, we summed the positions of each country in both rankings. The lower the sum, the higher the country's overall position in our combined top list.

How dual citizenship affects passport power

If you carry two passports, you can combine the strengths of both. A Brazilian-Italian dual citizen, for example, can travel on their EU passport across Europe and beyond, and then switch to their Brazilian passport for destinations where Brazil has stronger agreements. A well-chosen second passport opens dozens of doors.

High interest in dual citizenship has fuelled the rise of citizenship-by-investment (CBI) programmes, where individuals acquire a second nationality through a financial investment. Countries like Malta, St. Kitts and Nevis, and Vanuatu offer these programmes to attract high-net-worth individuals. But for what? By attracting wealth, countries seek greater international travel regulation flexibility and border access privileges. A win for both sides.
