Sweden student residence permit rules 2026: what changed for international students
Sweden updated its residence permit rules for university students – they came into force on June 11th, 2026. Students at bachelor’s and master’s level can now work no more than 15 hours a week during the semester, need to meet study-progress targets, and have to report their Swedish address to the Migration Agency.
Here is exactly what changed, who the new rules apply to, and what you need to qualify for a student visa or temporary residence permit in 2026.

New student residence permit rules in Sweden in 2026
The new rules apply to temporary residence permits for bachelor's and master's studies and depend on when yours was granted.
If your current permit was granted before June 11th 2026, three of the new rules don’t apply until you extend it:
15-hour weekly work limit,
minimum study-progress target,
requirement to report your address to the Swedish Migration Agency.
Once you receive an extension, these rules apply.
If your permit was granted on or after June 11th 2026, you need to follow the new requirements from the start.
Work hours limits
Students at bachelor’s or master’s level can now work up to 15 hours per week during the semester (as of 2026, regulations may change, verify at migrationsverket.se).
In June, July and August, the 15-hour limit is removed, so you can work full-time during the summer. Some university-related work is also excluded from the limit, such as traineeships, research, artistic research, student representation and administrative work at your university.
Say you're doing a part-time job at a coffee shop and picking up extra shifts at the university library. Together, that's your 15 hours. Hours add up across all employers, not per job, so keep a count of them.
If you work more than 15 hours a week during the semester and your job isn’t covered by an exception, your residence permit can be revoked, or you may have trouble getting it extended.
Academic credits target
You need to reach at least 37.5 credits in your first year and 45 credits a year from your second year onwards.
How Swedish credits work: full-time study equals 30 credits per semester, or 60 credits across a full academic year. You accumulate credits by passing courses, exams and any other compulsory elements of your programme. The targets above are set below full-time pace on purpose – they give you a small buffer if one course doesn’t go to plan.

When you apply to extend your permit, the Migration Agency checks your transcript. Having not enough credits doesn’t equal an automatic refusal, but it does complicate the extension, and you will likely need to explain the shortfall.
Reporting address
Within 30 days of your permit being granted – or within 30 days of arriving in Sweden if you were still abroad when the decision came through – you need to register your Swedish address.
Three ways to do it:
Through Ladok for Students, if your university uses the system and you aren't enrolled as an exchange student.
By contacting the Swedish Migration Agency directly. Your permit decision letter will explain the exact steps if Ladok is not an option for you.
You’re already covered if you're registered in the Swedish Population Register, because your address is shared with the Migration Agency automatically.
A lot of students arrive, move into a student corridor, and then switch to a private flat six months later. The 30-day clock starts again from the day you get the keys to the new place – you have to notify the authorities again.
Switching to another permit
If you want to get a work permit while staying in Sweden, you now need to complete at least two semesters (one year) of university study.
For example, if you complete a one-year master’s programme and then find a job, you can apply for a work permit without leaving Sweden. However, if you stop studying after just one semester, you may not qualify for this route. In that case, you would need to leave Sweden and apply for the work permit from abroad, with longer processing times.
The rules are different for other types of permits, so check the requirements for your next permit before you finish or leave your studies.

The main requirements for getting the permit are still straightforward: you need a valid passport, full-time admission, enough money to support yourself and, in some cases, health insurance.

The application fee is SEK 1,500 for adults and SEK 750 for children under 18 (as of 2026, may change by the time you apply). Scholarship holders, students at the World Maritime University (WMU) in Malmö and Japanese citizens are exempt.

Tuition depends on the university and programme, so there is no single national price. Non-EU students who pay tuition fees should also budget for the 900 SEK application fee per semester and their living costs in Sweden.
Can foreigners study for free in Sweden?
Some can. EU/EEA and Swiss citizens are exempt from application and tuition fees, as are groups such as doctoral and official exchange students; most other international students have to pay.
Do I need to tell the Migration Agency if I move?
Yes, if you are covered by the new address rule: once you move, you have 30 days to register the new address. If you are already in the Swedish Population Register, there is no separate notification to send to the Migration Agency.
Can I bring my family while studying in Sweden?
Yes. Your spouse, registered or cohabiting partner, and children under 18 can join your application; just remember that the financial requirement rises when family members come with you.
If you and your partner aren't married but have been living together for at least two years, they can still join your application. If it's been less than two years, they'd need to apply separately, which takes longer and requires its own set of documents.
How long does the application take?
The Migration Agency resolves arond 75% of student permit applications within six months, but processing time varies. A student visa or permit application submitted early also leaves room to respond if the Agency requests additional documents.
